City Boards

 

Planning Board: Consists of 7 members to appointed as follows:

 

  1. One member to be appointed by the city council from its membership.

  2. One member to be appointed by the City Council, who may in the discretion of the city council be an employee or hold public office in the city or county in which the city is located.

  3. One member to be appoointed by the mayor upon the designation by the county commissioners of the county in which the city is located.

  4. Four citizen members to be appointed by the mayor, two whom shall be resident freeholders wihin the urban area, if any, outside of the city limits over which the planning board has jurisdiction under the chapter and two of whom shall be resident freeholders within the city limits.

 

Term : 2 years (staggered)

 

Administration of the Board: To effectuate the purpose of this chapter, the board shall have the power and duty to:

 

  1. exercise general supervision of and make regulations for the administration of the affairs of the board;

  2. prescribe uniform rules pertaining to investigations and hearings;

  3. keep an accurate and complete record of all departmental proceedings, record and file all bonds and contracts, and assume responsibility for the custody and preservation of all papers and documents of the board;

  4. make recommendations and an annual report to any governing bodies represented on the board concerning the operation of the board and the status of planning within its jurisdiction;

  5. prepare, publish, and distribute reports, proposed ordinances and proposed resolutions, and other material relating to the activities authorized under this chapter.

 

 

Zoning Commission: Consist of 5 members appointed by Mayor, confirmed by Council - Term: 3 years, must live within city limits. 

 

  1. Shall be empowered to recommend boundaries of various original districts and appropriate regulations to be enforced therein.  Such commission shall make preliminary report and hold public hearings in regard to the establishment or change of any zoning boundaries before submitting its final report to the city council for approval.

  2. Shall serve in an advisory capacity to the city council and shall make recommendations in regard to any regulation or ordinance for the enforcement of any zoning matter that may come before the council.

 

 

 

Board of Adjustments: Consist of 5 members appointed by Mayor, confirmed by Council - Term: 3 years, must live within city limits.

 

Powers of the board are as follows:

 

  1. To hear and decide appeals where it is alleged there is error in any order, requirement, decision or determination made by an administrative official of the City of Glasgow in the enforcement of the zoning ordinances.

  2. To hear and decide special exceptions to the terms of the zoning chapter upon which this board is required to pass under the chapter.

  3. To authorize upon appeal in specific cases such variance from the terms of this chapter as will not be contrary to the public interest, where, owing to special circumstances, a literal enforcement of the provisions of this chapter will result in unnecessary hardship and so that the spirit of this chapter shall be observed and substantial justice done.

  4. In exercising the above-mentioned powers, the board may in conformity with the provisions of this part, reverse or affirm, wholly or partly, or modify the order, requirement, decision or determination appealed from and may make such other order, requirement, decision or determination as ought to be made and to that end shall have all the powers of the officer from whom the appeal is taken.  The board of adjustment shall not, however, have any authority to amend or change the boundaries of any zoning district previously zoned by the City of Glasgow.  Said changes in the boundaries of said zoning districts may be made only by the city council of the City of Glasgow.
